Orillia councillors are still not quite ready to give the Building Hope project a total break on city fees.
On Monday night, council agreed to offset $450,000 in development charges.
But they asked the Lighthouse to try to come up with a security deposit of about $600,000, money which will be held by the city and paid back once the project is complete.
Building Hope Chair Glenn Wagner wonders why councillors didn't raise the issue before now.
He says as far as the site servicing waiver is concerned, not once in their meeting with council did they ever ask that question, or was it ever discussed, which he says is kind of strange.
Wagner says he thought the whole idea was doing due dillegence over the last three weeks and now there is another question, and he admits he is surprised at that.
The Lighthouse held a groundbreaking on their new property(75 Queen Street) on Sunday.
The planned community hub includes 20 supportive housing units, 40 emergency shelter beds for men, women and youth, soup kitchen, and affordable housing units, all of it to be introduced in phases.
